Kotlin Multiplatform v1.13.0-beta01 Release Notes & Developer Guide

Compose Multiplatform 1.13.0-beta01 introduces Bullet annotation rendering, iOS UIKit interop safe-area insets control, and optional display-synced rendering for ComposePanel on desktop. The release fixes several iOS crashes (keyboard swipe-back, RTL text selection) and Safari text field issues, plus text layout and auto-sizing bugs. Note a binary-incompatible change to DragAndDropTransferAction requires recompilation of dependent libraries.
